Keep Joshua with loving family

My mother died February 7th of this year. She was my nephew's legal guardian because my brother died 6 years ago and his own mother didn't want him. I'm severely mentally ill and awaiting a social security hearing. My girlfriend works but she doesn't make enough to afford the place we are in, my mother and nephew, Joshua, lived with us and my mom paid half the bills. We can't afford it on our own and need money to move. First months rent and security deposit. Our car also died, so we need some help getting a decent vehicle. The state said they won't support us being guardians unless we can show we can afford to live like normal people (rent paid on time, bills on time, a running car) if we can't, Josh will either go into foster care or back to his mom's in Florida. We live in Ohio and he has been here the last 4 years. Josh is 14 and hasnt seen his mom since he was 6. All his friends are here. He wants to stay here but if we don't move soon we will be on the streets. I am asking anyone to please help with anything. I don't have a birth certificate and wasn't born in Ohio so the local low income housing, which is sparse to begin with, won't accept me without a birth certificate. I'm the last of Josh's blood, other than his mother whom isn't interested in him at all. Please help me and my girlfriend be able to keep this young man in a loving home with his family, he has already seen more loss than any 14 year old should and this would be another traumatic experience for the poor boy. Any money will be used to first obtain an affordable home, then get utilities turned on and then a reliable vehicle. Like I mentioned, my girlfriend works, has always worked, but we were only responsible for half the bills and we we fine then. My mom's passing was very sudden and we didn't have time to prepare and unfortunately she had no life insurance. I'm begging, please help me keep him with the last blood relative he's got that truly cares. Thank you, anything will be appreciated.
