Throughout this time, he has tirelessly uncovered numerous constitutional violations within the system of driver's license regulation. His research reveals that many States and the Department of Transportation have established a system that perpetuates violations of the Separation of Powers Clause, Equal Protection Clause, the Privileges and Immunities Clause, the Due Process Clause, and Federal Civil Rights Statutes.

The Administrative Procedures Act, coupled with the Administrative Rules Act, has blended the powers of the executive, legislative, and judicial branches. This unification has granted the Secretary of State unprecedented authority to create rules with the effect of law, often bypassing proper public hearings. The same branch of Government also does investigations, prosecutions, and adjudications of licensing cases. This creates a blurring of lines between governmental branches creating a system of peonage, where individuals are trapped in an endless cycle of debt and punishment without due process.
